3、Qualification Requirements For Bidder
Qualifications or Performance:(1) A bidder is a legal person or other organization that responds to the tender, has purchased the tender documents from the tenderer or the tendering agency, and participates in the tender competition. Any legal person or other organization that has not purchased the bidding documents from the tenderer or the tendering agency shall not participate in the bidding.
(2) Any legal person or other organization from the People"s Republic of China or from any country or region that has normal trade relations with the People"s Republic of China may bid.
(3) Legal persons or other organizations that have an interest relationship with the tenderer and may affect the fairness of the tendering process are not allowed to participate in the bidding.
(4) Legal persons or other organizations entrusted to participate in the pre-project consultation and the preparation of tender documents shall not participate in the bidding of the entrusted project, nor shall they prepare tender documents or provide consultation for the bidders of the project.
(5) Different units whose legal representatives are the same person or which have a controlling or management relationship shall not participate in the bidding for the same project package.
(6) Only suppliers who are legally and financially independent, operate lawfully and are independent of the tenderer and the tendering agency are eligible to participate in the bidding.
(7) Bidders must provide the original or a copy of the credit certificate issued by the opening bank within three months before the bid opening date.
(8) Domestic bidders should also have a good business reputation and financial status, and be able to provide materials such as business licenses, proof of tax payment and social security fund contribution in accordance with the law, and must not have any of the following circumstances:
① Dishonest debtors;
② Ordered to suspend business operations or enter into bankruptcy proceedings;
③ Where the property is taken over or frozen and affects the performance of the project;
④ Within the past three years, it has been determined and announced by relevant administrative supervision departments as having fraudulently won a bid or having its bidding qualification revoked;
⑤ A written statement must be provided stating that there have been no major illegal records in business operations within the past three years and that the enterprise has not been listed on the "National Enterprise Credit Information Publicity System" website as being "seriously law-breaking and untrustworthy".
(9) Domestic bidders must provide a copy of the 2024 financial audit report audited by an accounting firm (the financial audit report should show the name of the bidder (audited entity), the name of the accounting firm (audited entity), the audit year that meets the requirements of the tender documents, and provide the audited financial statements). Overseas bidders must provide financial statements that meet the requirements of the tender documents.
(10) This project accepts bids from agents. If the goods tendered by the bidder are not manufactured by the bidder itself, the bidder must provide a formal authorization letter from the manufacturer agreeing to the bidder"s provision of such goods in this tender (excluding sub-authorization). The manufacturer of the same brand can only entrust one agent to participate in the bidding of this project. Manufacturers and agents of the same brand cannot participate in the bidding of this project at the same time.
(11) Bidders can be equipment manufacturers or authorized equipment agents. Agents need to have a valid authorization letter from the original equipment manufacturer. And it has the technical support and service capabilities for equipment.
