3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 All legal persons or other organizations from the People"s Republic of China or countries or regions with which the People"s Republic of China has normal trade relations can participate in the bidding; Domestic bidders shall provide a copy of a copy of a valid business license, and overseas bidders shall provide a copy of a business registration certificate or other valid supporting documents.
3.2 The project accepts manufacturers or agents to participate in the bidding, but the manufacturer and the agent cannot participate in the bidding of the same project at the same time; And if the agent bids, it shall provide a valid authorization letter issued by the manufacturer for the AC and DC power supply vehicle (internal combustion vehicle) of the equipment to be invested in this project, and the same manufacturer can only authorize one agent to participate in the bidding and provide the original valid authorization letter.
3.3 The AC and DC power supply vehicles (internal combustion vehicles) invested by the bidder must have the "Civil Airport Special Equipment Validation Certificate" or the product with normal status announced in the "Civil Airport Special Equipment Information Management System" of the Civil Aviation Administration of China (provide the civil airport special equipment certification certificate or the screenshot of the website of the civil airport special equipment information management system).
3.4 From January 1, 2020 to the deadline for bidding (subject to the time of signing the contract), the AC and DC power vehicles (internal combustion vehicles) of the brand of the bidder shall have at least one sales record for domestic transportation airports (complete copies of the contract shall be provided).
3.5 If the bidder is a manufacturer outside the People"s Republic of China, it shall have a permanent service agency or entrusted agency in China, and be able to provide timely and effective after-sales service in the location of the project; If the overseas manufacturer authorizes an agent to bid, the manufacturer shall have a resident service organization or an authorized agency in China to carry out after-sales service; Provide a copy of the introduction of the after-sales service organization and the business license (if the after-sales service organization is an agency, a copy of the after-sales service authorization letter issued by the manufacturer is required).
3.6 Credibility Requirements:
3.6.1 Domestic bidders must meet the following conditions:
(A) the bidder has not been included in the list of serious illegal and untrustworthy enterprises by the administrative authority for industry and commerce in the national enterprise credit information publicity system; It shall be inquired by the tenderer or the bidding agency, and submitted to the review committee for review during the evaluation.
