3、Qualification Requirements For Bidder
Qualifications or Performance:3.1. All documents proving that the Bidder can perform the Contract after winning the bid as specified in Volume I, Clause 13.3 of the Tender;
3.2 Conform to the relevant technical standards of the People"s Republic of China;
3.3 Specific qualifications of the bidder for this tender:
3.3.1 The bidder must be the direct manufacturer of the bidding vessel, and a valid copy of the business license with the official seal must be provided the bidding documents.
3.3.2 Performance Requirements: From January 1, 2020 to the present (based on the time of the ship handover certificate, the bidder must have a track record of delivering a suction dredger of 3000m3 capacity or above. The bidding documents must provide key pages the shipbuilding contract (including the contract"s first page, signature and seal page, contract content that reflects the ship"s specifications, and the "Ship Handover Agreement". If the contract cannot be proven to be a suction dredger, other proof materials for the suction dredger must also be provided.
3.3.3 The bidder provides a letter of commitment for no major or above safety liability accidents in the past 3 years (from January 1,2022 to December 31, 2024).
3.4 In accordance with the "Notice on the Implementation of Joint Disciplinary Measures against Dishonest Persons in the Field of Tering and Bidding" issued by the Supreme People"s Court and other nine departments, bidders or their legal representatives must not be listed as dishonest persons. The tenderertendering agency) will conduct a search for the bidder"s or their legal representative"s information on dishonesty (specifically based on the search on the "Credit China website www.creditchina.gov.cn on the day of bid opening), and if they are listed as dishonest persons, the bid evaluation committee will reject their bid., due to force majeure events, it is impossible to conduct a search on the day of bid opening and it is temporarily impossible to restore the search, a post-event can be conducted on the winning candidates during the period of bid winning announcement.
