3、Qualification Requirements For Bidder
Qualifications or Performance:1) Bidders shall complete valid registration on the electronic trading platform designated by the Ministry of Commerce of the People "s Republic of China to provide public services for international bidding and tendering of mechanical and electrical products (hereinafter referred to as the electronic trading platform for bidding and tendering of mechanical and electrical products, website: www.chinabidding.com) before the bid submission deadline;

2) Domestic bidders shall meet the requirements stipulated in Article 22 of the Government Procurement Law of the People"s Republic of China;

3) Within the three years prior to participating in the procurement activities, there have been no major illegal records in business operations.

4) Domestic bidders who have not been included in the list of dishonest executives on Credit China (www.creditchina.gov.cn), the list of major tax violation cases, or the list of serious illegal and dishonest behaviors in government procurement on China Government Procurement website (www.ccgp.gov.cn);

5) If the bidder is an agent, it must obtain the sole authorization from the manufacturer and provide the manufacturer"s authorization letter. Under such circumstances, the manufacturer can no longer participate in the bidding of this project in its own name (applicable to imported products).

6) Goods outside China"s customs territory: Bidders should have the conditions to sign foreign trade contracts and directly cooperate with the purchaser in declaring duty-free customs clearance. Bidders shall open cross-border RMB business transactions and provide cross-border trade RMB settlement services, and shall not entrust other units to sign foreign trade contracts with the purchaser.
