(hereinafter referred to as the "Tendering Agency") is commissioned by Chengdu Tianfu International Airport Branch (the Tenderer) to conduct an international public tender for the following goods and related services of the "Chengdu Tianfu International Airport Branch Foot Metal Detector Procurement Project" using self raised funds by the enterprise. Qualified bidders are invited to submit sealed bidding documents.

58 foot metal detectors (including algorithm upgrades), please refer to the technical requirements for details
Note: The bidder is responsible for the manufacturing, transportation, supply, installation, individual commissioning, joint commissioning, inspection, trial operation, acceptance, technical training, and defect repair of the equipment and materials listed in the above table. Please refer to the technical specifications for specific requirements.

3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 The bidder shall be an independent legal entity established and validly existing in accordance with the law. The tenderer does not accept bidders in the form of a consortium. When bidding, a copy of the business license must be provided and stamped with the bidder"s official seal.
3.2 Qualification Requirements:
Bidders must provide a usage license certificate that meets the A3 testing level of the Civil Aviation Administration"s "Identification Standards for Millimeter Wave Human Imaging Safety Inspection Equipment for Civil Aviation" for the products they bid on. If the bidder has not obtained the A3 level license issued by the Civil Aviation Administration of China at the time of bidding, the bidder must provide a commitment letter in a self drafted format, stamped with the official seals of the bidder and the equipment manufacturer, and promise to provide the Civil Aviation Administration of China"s civil aviation safety inspection equipment use license that meets the A3 testing level requirements within one month after receiving the bid notification (before signing the contract).
When bidding, copies of the above qualification documents must be provided and stamped with the manufacturer"s and bidder"s official seals.
3.3 Manufacturer Authorization: This project accepts equipment manufacturers or agents to participate in bidding. If bidding for an agent, a unique bidding authorization letter (original) issued by the equipment manufacturer for this project should be provided. Both the manufacturer and the agent are not allowed to participate in the bidding at the same time.
3.4 Bidders must register on the electronic trading platform for mechanical and electrical product bidding (www.chinabidding. com).
3.5 Bidders must meet the above qualification requirements for qualified bidders and provide detailed supporting documents in the bidding documents as required. Failure to provide or provide valid supporting documents that do not meet the above requirements will result in the rejection of the bid.
3.6 Bidders shall not have any vested interests with the tenderer. If the unit leader is the same person or if there is a controlling or management relationship between different units, they shall not participate in the bidding for the same project (same section) at the same time. Bidders should provide a copy of the company"s articles of association when bidding, which should include the company"s equity structure, major shareholder names, or investors.
3.7 Bidders shall strictly comply with relevant laws and regulations in China, and the bidding documents shall comply with the relevant provisions of Chinese laws and regulations.
