1、Bidding Conditions
Overview:Henggang plans to build a set of extra-large diameter continuous pipe rolling mill, producing 800,000 tons/year of various seamless steel pipes, the specifications of which are 323 mm ~ 610 mm in outer diameter and 7.2 mm ~ 65 mm in wall thickness, among which the hot steel pipe after pipe removal is about 350 ~ 640 mm in outer diameter, 6.8 ~ 65 mm in wall thickness and 9.5 m ~ 36.5 m in length.
The main products are oil casing, oil and gas gathering and transportation pipes, submarine pipelines, new energy transportation pipes and other long-distance pipelines, pipes for machinery and structures, pipes for gas cylinders, heat pipe networks, seamless steel pipes for high-pressure boilers, seamless steel pipes for low and medium-pressure boilers, high-pressure seamless steel pipes for petrochemicals, and pipes for high-end projects.
This project focuses on the design and manufacture of on-line thickness measuring device for hot steel pipe suitable for extra-large diameter continuous rolling pipe mill, as follows:
The bidder must provide a complete and fully functional on-line hot steel pipe wall thickness measuring device, including the basic design of supporting hardware and equipment:
(1) Device and equipment for measuring the wall thickness of hot steel pipe: The core components of this device include but are not limited to measuring host, signal transmission cable, data acquisition and processing unit, sensor assembly, etc. All parts need to be matched accurately and work together to realize the accurate measurement of the wall thickness of hot steel pipe. The device should have excellent high temperature resistance and the ability to adapt to complex industrial environment, so as to ensure real-time and stable measurement on the steel pipe production line. (2) Supporting hardware equipment: In order to ensure the safe and reliable installation and use of the measuring device in the production site, the bidder shall provide the basic design of necessary supporting hardware equipment, such as customized guide sleeve, mounting bracket, durable protective shell, etc. The design of mounting bracket and guide sleeve should fully consider the actual layout of the production line, so as to ensure that the normal operation of the production line will not be affected after the installation of the device, and it is convenient for daily maintenance and overhaul.
The bidder is responsible for the design, supply, installation guidance and debugging of the bidding equipment, and the tenderee is responsible for the examination and acceptance.

Qualifications or Performance:(1) Comply with Article 2 of the Instructions to Bidders in the Bidding Document (Trial) (Volume I) of the International Bidding Standard for Mechanical and Electrical Products, as follows:
①the bidder is a legal person or other organization that responds to the tender, has received and purchased the tender documents from the tenderer or tendering agency and participated in the bidding competition. Any legal person or other organization that has not received and purchased the bidding documents from the tenderee or tendering agency shall not participate in the bidding.
② Unless otherwise specified, all legal persons or other organizations from People"s Republic of China (PRC) or countries or regions that have normal trade relations with People"s Republic of China (PRC) (hereinafter referred to as "qualified source countries/regions") may bid.
③a legal person or other organization that has an interest relationship with the tenderer and may affect the fairness of bidding shall not participate in the bidding.
