3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 The bidder shall be an independent legal entity established and validly existing in accordance with the law in the People"s Republic of China or a country or region that has normal trade relations with the People"s Republic of China, and shall be the manufacturer or agent of the products being tendered. Domestic bidders shall provide: a copy of their business license; Foreign legal entities or organizations shall provide: a copy of the registration certificate.
3.2 If the bidder is an agent or system integrator, they must provide the original authorization certificate and after-sales service commitment issued by the product manufacturer for this project. The recipient of the after-sales service commitment letter must be "China Automotive Engineering Institute (Jiangsu) Automotive Engineering Research Institute Co., Ltd. Manufacturers are not allowed to participate in bidding for this project together with their authorized agents or system integrators, otherwise all related bids will be invalid.
3.3 The bidder (if the bidder is an agent or system integrator, performance materials from the product manufacturer can be provided as proof documents) shall provide the supply performance of no less than 3 units of the bidding equipment from January 1, 2021 to the deadline for bidding of this project (based on the contract signing time), and shall provide copies of key pages or acceptance certificates of the contract. The part involving commercial secrets may be concealed, but it must fully reflect the signing time, supply content, names of all parties to the contract that meet the qualification requirements of this article. (The evaluation committee reserves the right to review the original proof materials. The buyer has the right to request the bidder to unconditionally provide the original contract or technical agreement and acceptance report for verification, as well as the customer"s contact information. If necessary, it is not ruled out to visit the site to view the prototype.)
3.4 The product manufacturer has after-sales service and maintenance capabilities within China, and shall provide the address, contact person, contact information, and after-sales service plan of the after-sales service team when bidding.
3.5 Bidders shall provide a "Integrity Statement" (self drafted format), commit to complying with relevant laws and regulations of the People"s Republic of China, and shall not have any of the following situations: 1) There are pending lawsuits or poor performance records related to the bidding products or business; 2) Imposed administrative penalties of suspending bidding qualifications by relevant administrative departments of the state, Jiangsu Province (including cities or any districts), and within the penalty period. 3) There are pending lawsuits or records of poor performance related to the procurement of products or business. 4) No major complaints about after-sales service issues.

3.7 If a bidder has accumulated more than two invalid complaints within six months before the bidding deadline or more than three complaints within one year (which have been publicly announced on the China International Tendering Network), the tenderer will reject their bid.
