1.The People’s Republic of China has received financing from the World Bank and a grant from the Global Environment Facility (GEF) toward the cost of Agricultural assessment on environment risk, climate risk, food quality and safety risk,and the cost of the project will be partially covered by the World Bank grant.

2.Purpose of services:

The technical services are based on the overall goal of safe, sustainable and smart agriculture. Under the guidance of professional technical service teams and agricultural experts, scientific methods are used to evaluate the risks of the agricultural environment, the climate, and the food quality and safety. Moreover, the size of agricultural 3S risks is explored in Hubei Province. In addition, the quality of agricultural products will be improved to be better and the agriculture industry will be transformed into high-efficiency, low-emission and become more sustainable. Meanwhile, the higher-quality agricultural products will be provided in the market, while the agricultural carbon emissions will be decreased, and the farmers’ income and the economic development in rural areas will be improved.

3.Company and team requirements

The unit or company undertaking this project should have the following capabilities:

(1) The ability to independently assume civil liability;

(2) Proof of having the equipment and professional and technical capabilities necessary for the fulfillment of the contract (relevant supporting documents shall be provided);

The technical service team undertaking this project shall meet the following requirements:

(1) The person in charge of the technical service team must have associate senior title or above (relevant supporting materials shall be provided);

(2) the technical service team must have presided over or undertaken similar projects (from October 1, 2018 to the deadline for bidding, relevant supporting materials should be provided);

(3) the technical service team shall have the ability to complete the project tasks (supporting materials should be provided);

(4) the technical service team has published papers related to agricultural greenhouse gases and agricultural environment in official academic journals, or obtained relevant patents (supporting materials should be provided).

4.The attention of interested Consultants is drawn to the World Bank Procurement Rules for IPF Borrowers (" Procurement Rules ") (July 2016 edition); Revised November 2017 and August 2018). The Contract will select consultants according to the method of selecting CQS based on qualifications as stipulated in the Procurement Rules.
