Assignment Title: International expert to support SRI of Plant Genetic Resources

Reference No: AMP/C1/IC/34

The Republic of Uzbekistan has received financing from the World Bank toward the cost of the Agriculture Modernization Project and intends to apply part of the proceeds for consulting services.

The primary objective of the assignment is to assist accelerating the scientific activity of the institute and turn it into a prestigious research center by increasing the scientific potential of the institute"s scientific staff and young doctoral students.

The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.

International Center for Strategic Development and Research in Food and Agriculture under the Ministry of Agriculture now invites eligible (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• Ph.D. degree from an advanced country university with specialization in crop science;
• Extensive research experience in crop science with emphasis on wheat research, particularly in breeding, genetics, genetic resources, statistics, agronomy, disease resistance, and use of molecular tools.
• Previous experience in teaching and supervising postgraduate students;
• At least 10 years previous experience working for international research organizations in scientific capacity including consultancy;
• At least 10 years previous working experience in Uzbekistan involving research work in crop improvement;
• Previous experience of providing scientific training in breeding, experimental design, data analysis, seed science in Uzbekistan;
• Previous collaboration with research institutions in Uzbekistan with emphasis on breeding and germplasm evaluation and enhancement.
• Proven record of publications in international refereed journals with h-index above 30.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the IC method set out in the Procurement Regulations.
