Assignment Title: Pilot project of Jiangbei District Blue and Green Natural Assets Accounting

Reference No.: NB-CS-2.1

The Government of Ningbo has received a sub-grant from the Global Environment Facility (GEF) through the World Bank toward the cost of the Green and Carbon Neutral Cities Project (Ningbo part), and intends to apply part of the proceeds for the above mentioned consulting services.

The consulting services (“the Services”) include: (a). Baseline surveys of natural resources and physical quantity analysis of ecological products; (b). Establishment of a Gross Ecosystem Production (GEP) accounting system; (c). Online visual GEP automatic accounting and application management tool; (d). Development of a plan for natural asset enhancement and value realization of ecological products; (e). Enhancing multiple stakeholders’ participation and promoting replication and scaleup. The duration of the contract is expected to be 28 months.

Ningbo Project Management Office for GEF-7 Green and Carbon Neutral Cities Project (PMO) now invites eligible consulting units (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information (introduction to the qualifications, experience in similar conditions, availability of appropriate skills of their staff, etc.) demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

The Consultants (including members of the consulting joint venture) should have extensive expertise and rich experience in natural resource assets, GEP accounting and ecological and environmental protection strategy/program/plan/project. The Consultants should have experience with at least three international /national projects similar to this pilot project, including at least one GEP accounting software development project, and have a good understanding of local policies, plans and ecological resources, as well as strong project coordination and management capability, including high-quality ability for data evaluation and report preparation.

Consultants may associate with other units in the form of a joint venture or a subconsultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality-and Cost-Based Selection method set out in the Consultant Guidelines. Please note that if the consultant is a United Nations agency, a state-owned enterprise (institution) or a not-for-profit organization (such as a non-governmental organization and a university), please supplement the EOI with a statement that the consultant operates as a commercial entity, meeting the following conditions: i. be legally and financially autonomous; ii. operate under commercial laws; and iii. be not under supervision by the agency contracting them.
