Assignment: Study and Pilot on Urban Renewal Technology Based on Low Carbon Concept

The Government of Ningbo has received a sub-grant from the Global Environment Facility (GEF) through the World Bank toward the cost of the Green and Carbon Neutral Cities Project (Ningbo part), and intends to apply part of the proceeds for the above mentioned consulting services.

The consulting services (“the Services”) include: a. preliminary research and preparation; b. Shangzhi Road historic street renewal plan based on urban style and low-carbon concept; c. Low carbon renovation design of neighborhood center; d. Low-carbon operation and digitalization program; e. Low-carbon community building guidelines and related policy recommendations; e. Public participation and capacity-building. Estimated service time: 24 months

Ningbo Project Management Office for GEF-7 Green and Carbon Neutral Cities Project (PMO) now invites eligible consulting units (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information (introduction to the qualifications, experience in similar conditions, availability of appropriate skills of their staff, etc.) demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

The Consultants (including members of the consulting joint venture) should have extensive expertise and rich experience in the study of urban renewal, low-carbon architecture and the planning scheme, architectural design and technical research in the field of Jiangsu and Zhejiang traditional architecture. Within the past five years, you must have at least three international (or) national projects similar to this mandate, including at least one urban renewal project, and have a good understanding of local policies, plans and ecological resources, as well as strong project coordination and management capability, including high-quality ability for data evaluation and report preparation.

Interested consultants are invited to consult the World Bank Procurement Rules for IPF Borrowers (prepared in July 2016 and revised in November 2017, August 2018 and November 2020). Consult the website: www.worldbank.org) Policy on conflicts of interest.

Consultants may associate with other units in the form of a joint venture or a subconsultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality-and Cost-Based Selection method set out in the Consultant Guidelines.Please note that if the consultant is a United Nations agency, a state-owned enterprise (institution) or a not-for-profit organization (such as a non-governmental organization and a university), please supplement the EOI with a statement that the consultant operates as a commercial entity, meeting the following conditions: i. be legally and financially autonomous; ii. operate under commercial laws; and iii. be not under supervision by the agency contracting them.
