3、Qualification Requirements For Bidder
Qualifications or Performance:1.？Legal persons, other organizations or individuals that have an interest relationship with the tenderee and may affect the impartiality of the tender shall not participate in the bidding. Different units whose responsible persons are the same person or have holding or management relationships shall not participate in the bidding for the same tender section or the same tender project for which tender sections are not divided.
2.？The bidder is not within the punishment period for prohibited bidding as confirmed by relevant documents of the administrative department in charge or China Huadian Corporation Limited.
3.？The bidder is not under orders to suspend production or business, go into bankruptcy proceedings, and its assets have not been restructured, taken over or frozen.
4.？The bidder must be a generator circuit breaker equipment manufacturing enterprise or a sales enterprise of the same group company legally established and officially registered in accordance with the laws of its country and having independent legal person status. If both the manufacturing enterprise and its sales enterprise of the same group company bid at the same time, the bid of the sales enterprise shall be invalid.
5.？If the bidder is a sales enterprise of the same group company of the generator circuit breaker equipment manufacturing enterprise, it must provide the exclusive authorization letter for this project from the generator circuit breaker equipment manufacturing enterprise.
6.？The bidding brand should have the performance of no less than 3 sets of generator circuit breakers with a rated voltage of not less than 24 kV, a rated current of not less than 20 kA, and a breaking current of not less than 140 kA that have been put into operation and successfully operated for 2 years or more from January 1, 2014 to the bid closing date. All bidding performances should provide the following valid and relevant supporting materials: Scanned copies of the main information of the contract: the cover of the contract (or the first page of the contract), the supply scope page or list page, the main technical requirements (parameters) page, the signature and seal page, etc., which can prove the authenticity of the performance. Scanned copies of the operation-commissioning supporting materials with the seal of the owner unit: operation-commissioning certificate, or completion acceptance certificate, or quality acceptance certificate, or settlement invoice corresponding to the bidding performance contract, or other materials that can prove that it has been put into operation and successfully operated for 2 years or more.
