3、Qualification Requirements For Bidder
Qualifications or Performance:(1) Bidders shall meet the following general conditions:
(1) Having the ability to independently bear civil liability (providing proof documents such as the business license of the legal person or other organization);
(2) Having a good commercial reputation and a sound financial accounting system (providing a credit certificate issued by the basic bank of account opening (a credit certificate issued within three months); The audited financial statements for the year 2023 (including at least the balance sheet and income statement).
(3) Having the necessary personnel and professional technical capabilities to perform the contract (providing a declaration letter).
(4) Having a good record of paying taxes and social security funds in accordance with the law (social security and tax payment certificates for any month in the past six months).
(5) Within the three years prior to participating in procurement activities, there were no significant violations in business activities (provide a declaration letter).
(6) Comply with relevant national laws, regulations, and rules.
(2) Special conditions that bidders should possess:
(1) If the bidding product requires a medical device registration certificate according to national regulations, the bidder must provide a copy of the medical device registration certificate (stamped with the official seal) of the bidding product.
(2) If the bidder is a manufacturer of the bidding product, they must provide a Medical Device Production License; If the bidder is not a bidding product manufacturing enterprise, provide the bidder"s Medical Device Business License or Class II Medical Device Business Registration Certificate, as well as the business license and Medical Device Production License of the bidding product manufacturing enterprise; (Copy stamped with official seal);
(3) Non manufacturer bidders for imported products are required to provide direct or step-by-step authorization from the production enterprise or domestic first level agent for the products of this project, and provide the business license and relevant qualification documents of the relevant production enterprise or agent at all levels.
(3) Other conditions that bidders should meet:
(1) This project does not accept consortium bidding or subcontracting.
(2) Units with the same person in charge or different suppliers with direct controlling or management relationships are not allowed to participate in procurement activities under the same procurement item (section).
