3、Qualification Requirements For Bidder
Qualifications or Performance:Requirements for bidders:
1) If the goods provided by the bidder are not manufactured by the bidder itself, the bidder shall provide a formal authorization letter from the goods manufacturer agreeing to provide the goods in this bid (the manufacturer"s authorization shall be direct authorization or authorization by the Chinese general agent; sub-authorization or agent authorization is not allowed) (see Format IV-9-4);
2) The bidder shall provide a performance record of the manufacturer"s commissioning and normal production and operation for more than one year on similar devices in China (LNG peak-shaving stations, LNG liquefaction plants, LNG receiving stations) from January 1, 2019 to date (the maximum diameter of the ultra-low temperature ball valve in a single contract shall not be less than DN500 and the total supply quantity of ultra-low temperature ball valves shall not be less than 20 units) and provide copies of relevant contracts, commissioning certificates or other supporting documents, and provide the user"s contact information.
3) Other qualification documents:
①Business license (for domestic bidders) or enterprise registration certificate (for overseas bidders);
②Manufacturer ISO9001 quality system certification;
③ Provide the applicable documents in the bidding document format IV-9 qualification certification documents.
Bidding product requirements:
1) Bidders must provide a certificate of valve origin issued by the local chamber of commerce. OEM products are not accepted. Actuators and valve accessories must be assembled and tested at the original factory.
2) The bidder shall provide the special equipment production license [pressure pipe valve (metal valve)] of the bidding product.
3) All valves must be designed to be fireproof and anti-static, and provide API607 fireproof certification. The fireproof certification must correspond to the specifications and models of the goods being tendered.
4) The bidding documents should provide the corresponding low-temperature test procedures and supporting documents for the products being bid.
5) The bidder shall provide leakage test reports of valves used under similar working conditions.
