3、Qualification Requirements For Bidder
Qualifications or Performance:1. The bidder is a legal person or other organization that responds to the bidding, has purchased the bidding documents from the bid inviter or bidding agency and participated in the bidding competition. Any legal person or other organization that has not purchased the bidding documents from the bidding agency shall not participate in the bidding.
2. Unless otherwise specified, any legal person or other organization from the People"s Republic of China or a country or region with which the People"s Republic of China has normal trade relations (hereinafter referred to as the "qualified country of origin") may bid.
3. Legal persons or other organizations that have an interest in the tenderer and may affect the impartiality of the tender shall not participate in the tender.
4. Legal persons or other organizations entrusted to participate in the preliminary consultation of the project and the preparation of bidding documents shall not participate in the bidding of the entrusted project, nor shall they prepare bidding documents or provide consultation for the bidders of the project.
5. The person in charge of the unit is the same person or different units that have a holding and management relationship shall not participate in the bidding package of the same bidding project, except for the joint bidding.
6. Consortium bids are not accepted for this project.
7. Only suppliers who are legally and financially independent, operate legally and are independent of the tenderer and the tendering agency may participate in the bidding.
8. (4) Have a good record of paying taxes and social security funds according to law; (Provide the relevant materials of the payment of taxes and social security funds in accordance with the law for any month from January 1, 2024 until now. Suppliers that are exempt from taxes or do not need to pay social security funds according to the law should provide documents to prove that they are exempt from taxes or do not need to pay social security funds according to the law);

10. The bidder cannot be included in the list of persons subject to enforcement of untrustworthy, parties to major tax violation cases, and records of serious illegal and untrustworthy behaviors in government procurement (see the provisions of Treasury [2016] 125, Notice of the Ministry of Finance on Issues related to the inquiry and Use of credit records in government procurement activities). 11. Rejection of bids by enterprises or individuals included in the Government"s record of disqualification.
12. Provide the Certificate of the person in charge of the unit (with the ID card of the person in charge of the unit) or the power of attorney of the person in charge of the unit (with the ID card of the person in charge of the unit and the authorized representative).
13. If the supplier is a manufacturing enterprise, and the invested product belongs to Class I medical device, the "Class I Medical Device Production Record Certificate" issued by the food and Drug Administration department shall be provided; If the invested products belong to Class II and Class III medical devices, the Medical Device Production License issued by the food and Drug Administration department or the Medical Device Manufacturing Enterprise License within the validity period shall be provided;
14. If the supplier is an operating enterprise, and the invested product belongs to Category II medical device, it shall provide the "Category II Medical Device Management Record Certificate" issued by the food and Drug Administration department or the "Medical Device Management Enterprise License" within the validity period; If the invested products belong to the third category of medical devices, the Medical Device License issued by the food and Drug Administration department or the Medical Device Enterprise License within the validity period shall be provided;
15. Other conditions stipulated by laws and administrative regulations.
