3.1 To be independent legal personality, and with possess mechanical, electrical, software design and manufacturing capabilities, and be able to provide complete sets of equipment;
3.2 Possess good business reputation and sound financial accounting system, comply with relevant national laws, regulations, and rules, and have no adverse records in previous projects;
3.3 Through inquiries on the "zxgk.court.gov.cn", the bidder (including branches without legal personality) shall not be listed as "dishonest defendants" by the people"s court and there shall be no "final case";
3.4 Through inquiries on the "Credit China" website (www.creditchina.gov.cn), the bidder is not included in the list of untrustworthy enforceees, parties to major tax violation cases;
3.5 To accept and meet the requirements of Doublestar/ Kumho for products or services, and sign the contract text provided by DoubleStar;
3.6 To have successful cooperation cases for the same material category of the bidding products (including but not limited to contracts/orders and corresponding invoices, acceptance reports, etc., covering equipment, maintenance, and services);
3.7 To pass ISO9001 quality management system certification, have a complete after-sales service, spare parts supply system, and the ability to provide timely technical support, and make a commitment to service response time;
3.8 Products or services shall not be subcontracted in any form.
