(3)Given the complexity and high technical requirements of the project, any bidder wishing to participate in the project shall have technical exchange meetings and sign technical agreements with the Tenderee before bid opening. If the bidder fails to sign a technical agreement, its bid will be rejected. If there is any difference between a signed technical agreement and bidding document, bidding document shall prevail.
