3、Qualification Requirements For Bidder
Qualifications or Performance:1The bidder shall be an independent legal entity established and validly existing in accordance with the law.
2 Bidders shall meet the following requirements:
2.1 If the bidder is a manufacturer, the bidder must have the "Special Equipment Production License of the People"s Republic of China" issued by the provincial or above market supervision and management department [elevator manufacturing (including installation, repair, and renovation), including freight elevators], and provide a special equipment type test certificate that meets the elevator speed and load capacity.
2.2 If the bidder is an agent, the manufacturer of the goods represented by the bidder must meet the requirements of "2.1" manufacturer bidding mentioned above; Bidders must have the Special Equipment Production License of the People"s Republic of China issued by the provincial or above market supervision and management department [elevator installation (including repair), including freight elevators]; Bidders must provide the manufacturer"s unique authorization for this project, and equipment manufacturers of the same brand and model can only entrust one agent to participate in the bidding.
2.3Manufacturers and agents of the same brand and model, as well as agents and agents, are not allowed to participate in bidding for this project at the same time.
2.4 Reputation requirements:
(1) Bidders are not allowed to bid in the name of others or engage in other fraudulent activities (including providing false financial information or performance) to win the bid. If a bidder submits a bid in the name of another person or engages in other fraudulent activities to win the bid, the winning bid shall be invalid. If the bidder causes losses to the tenderer, they shall bear compensation liability in accordance with the law; If a crime is constituted, criminal responsibility shall be pursued in accordance with the law. The relevant administrative supervision departments have the right to impose fines on bidders in accordance with the law, impose fines on the directly responsible supervisors and other directly responsible personnel of the unit, confiscate illegal gains, cancel their bidding qualifications for projects that must be tendered in accordance with the law, and even have their business licenses revoked by the administrative authorities for industry and commerce. The tenderer has the right to publicize the fraudulent behavior of bidders on the company"s website.
(2) According to "Credit China (www.creditchina. gov.cn)", it has not been listed as a dishonest debtor or a party to major tax violations.
2.5 Bidders shall not have any vested interests with other bidding units, and the person in charge of the unit shall be the same person or different units with controlling or management relationships shall not participate in the bidding of the project at the same time.
3Bidders shall strictly abide by relevant laws and regulations in China, and the bidding documents shall comply with the relevant provisions of Chinese laws and regulations.
