3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 The bidder shall be an independent legal person lawfully established and validly existing in the People"s Republic of China or a country or region having normal trade relations with the People"s Republic of China. Domestic bidders must provide a copy of business license; Foreign bidders must provide copies of registration documents.
3.2 The bidder shall be the manufacturer or system integrator of the bid product.
3.3 From December 1, 2020 to the deadline of bidding for this project (subject to contract signing or final acceptance), there must be at least 5 sales contracts for powertrain test stands (two motors or three motors), among which, The contract buyers or end users of at least 2 projects are the inspection and testing filing institutions of road motor vehicles (vehicle parts) of the Equipment Industry Development Center of the Ministry of Industry and Information Technology, and the contract buyers of at least 3 projects are domestic automobile Oems; Required certification materials (including at least a copy of the contract or acceptance certification documents, the part of the certification materials involving trade secrets can be hidden, but must be able to fully reflect the signing time, supply content, quantity, specifications and models, the names of the parties to the contract, the name of the end user and other content required by this clause. 3.4 Copies of ISO9001 series or other internationally accepted quality management system certification certificates of bidders or bid product manufacturers must be provided, and the certificates must be within the validity period.
3.5 The bidder shall provide the "Integrity Statement" (in its own format), and promise to abide by the relevant laws and regulations of the People"s Republic of China, without the following circumstances:
(1) There are pending lawsuits and poor performance records related to the bid product or business;
(2) The relevant administrative departments of the State, Chongqing City, Suzhou City (including the city or any district or county) shall impose the administrative penalty of suspension of the bidding qualification, and within the penalty period.
