Assignment Title: Hubei 3S project selected Hubei Agricultural and Rural Big Data Center Design

The People’s Republic of China has received financing from the World Bank and a grant from the Global Environment Facility (GEF) toward the cost of the Hubei 3S project, and intends to apply part of the WB Loan toward payments under the contract for selected Hubei Agricultural and Rural Big Data Center Design.

The consulting services (“the Services”) include the design service to implement the designing work for the construction of Hubei Agricultural Rural Big Data Center through a professional design service team. The implementation period is 120 days. Design team include: 1 Project Manager1 Big data specialists1 Food safety experts1 Climate change experts, 1 Environmental Sustainability Specialist1 Software Leader1 Head of Costing4 Design Backbone and 15 Other staff.

The Hubei Provincial Department of Agriculture and Rural Affairs Foreign Cooperation Office now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: i) Company business license and qualification certificate; ii) Contact person and contact information (address, phone number, and email address);iii) Company profile or brochure; iv) Proof documents of similar international projects completed in the past 5 years; v) Resumes of professional and technical personnel proposed for this project; vi) Other proof materials that can prove that the consulting company is competent for this consulting service (if required). Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”) latest version September 2023, setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the CQS method set out in the Procurement Regulations.
