FOR
REHABILITATION OF MTWARA – MINGOYO – MASASI ROAD (201 KM): LOT 1: MTWARA – MINGOYO SECTION (82.27 KM), MTWARA DUAL CARRIAGEWAY SECTION (3.82 KM) AND LOT 2: MINGOYO – MASASI SECTION (118.4 KM), TENDER NO. AE/001/2022-23/HQ/W/03 (TZ-TANROADS-378635-CW-RFB)
(One Stage - Two Envelope Bidding Process)
This request for bids follows the General Procurement Notice for the Tanzania Transport Integration Project (TanTIP) that appeared in the UN Development Business Online on 14th June 2022.
The Government of the United Republic of Tanzania has received financing from the World Bank toward the cost of the Tanzania Transport Integration Project (TanTIP) – Project ID: P165660 and intends to apply part of the proceeds toward payments under the Contract for Rehabilitation of Mtwara – Mingoyo – Masasi Road (201 Km): Lot 1: Mtwara – Mingoyo Section (82.27 Km), Mtwara Dual Carriageway Section (3.82 Km) and Lot 2: Mingoyo – Masasi Section (118.4 Km), Tender No. AE/001/2022-23/HQ/W/03 (TZ-TANROADS-378635-CW-RFB).
Tanzania National Roads Agency (TANROADS) on behalf of the Ministry of Works hereinafter referred to as the “Employer;” now invites sealed Bids from the eligible and qualified bidders for Rehabilitation of Mtwara – Mingoyo – Masasi Road (201 Km): Lot 1: Mtwara – Mingoyo Section (82.27 Km), Mtwara Dual Carriageway Section (3.82 Km) and Lot 2: Mingoyo – Masasi Section (118.4 Km), Tender No. AE/001/2022-23/HQ/W/03 (TZ-TANROADS-378635-CW-RFB).
The Works consist of construction of the road to bitumen standards, partial reconstruction, which entails reprocessing of existing pavement and adding new pavement layers, installation of some new drainage structures, rehabilitation of some existing drainage structures and other ancillary works. The Contractor shall ensure proper traffic management during the construction period and comply with statutory Environment and Safety protection guidelines. Bidders have the option to Bid for any one or two lots. Bids will be evaluated lot-wise. The contract(s) will be awarded to the Bidder or Bidders offering the lowest evaluated cost to the Employer for combined lots, subject to the selected Bidder(s) meeting the required qualification criteria for lot or combination of lots as the case may be.
Bidders should note that to qualify for award of the contract they are required to meet certain minimum qualifying criteria as provided in Section III: Evaluation and Qualification Criteria (without Prequalification Criteria) of the Bidding Document which includes:

Bidders should also note that the works must be completed within twenty-four (24) months inclusive of three (3) months mobilization period per lot.
Bidding will be conducted through International Competitive Procurement using Request for Bids (RfB) as specified in the World Bank’s Procurement Regulations for IPF Borrowers Fourth Edition, November 2020, Fifth Edition, September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of TZS 500,000.00 (Tanzania Shillings Five Hundred Thousand only) per lot. The method of payment will be through the Control Number to be provided by TANROADS. Please request a control number through mail address: theodora.mpesha@tanroads.go.tz copied to pmu@tanroads.go.tz after getting the control number, follow procedures outlines in this link https://epay.gepg.go.tz/ to make payment and follow up your receipt via emails provided or direct deposit or telegraphic transfer to the TANROADS bank account. Please note that the bidding documents are being provided in hard copies. However, only for the convenience of the bidders, in filling the various Forms and the Bills of Quantities, a soft copy in CD is also being given along with the hard copy. The bidders should note that in case of any difference in the hard and the soft copy, the one in hard copy only will prevail.
Bids must be delivered to the address below on or before 10:00 A.M. on 25th January, 2024. Electronic Bidding will not be permitted. Late Bids will be rejected and partial bids, electronic bids, bids sent by facsimile, bids not received, not opened and not read out in public at the bid opening ceremony shall not be considered for evaluation irrespective of the circumstances. The bids must be submitted in One (1) Original and Three (3) copies and the outer envelope of the bids must be clearly marked "Bid for Rehabilitation of Mtwara – Mingoyo – Masasi Road (201 Km): Lot 1: Mtwara – Mingoyo Section (82.27 Km), Mtwara Dual Carriageway Section (3.82 Km) and Lot 2: Mingoyo – Masasi Section (118.4 Km), Tender No. AE/001/2022-23/HQ/W/03 (TZ-TANROADS-378635-CW-RFB). Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 10:00 A.M. on 25th January, 2024.
The outer Bid envelopes marked “ORIGINAL BID” and inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of Bidders’ designated representatives and anyone who choose to attend at the TANROADS Conference Room, 2nd Floor, 10 Shaaban Robert Road/Garden Avenue Junction, P.O. Box 11364, Dar es Salaam, immediately after submission deadline. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
The FINANCIAL PART of Bids will be publicly opened after the completion of the evaluation of the TECHNICAL PART of the Bids pursuant to ITB 34, in the presence of Bidders’ designated representatives and anyone who choose to attend at the TANROADS Conference Room, 2nd Floor, 10 Shaaban Robert Road/Garden Avenue Junction, P.O. Box 11364, Dar es Salaam, on the date and time to be notified by the Employer.
All bids must be accompanied by a Bid Security in original and in an acceptable form in the amount of TZS 2,000,000,000 (Tanzania Shillings Two Billion Only) or USD 850,000 per lot. The Bid Security shall be clearly addressed to the Chief Executive Officer, TANROADS, P. O. Box 11364, Dar es Salaam. The Bid Security shall be valid for twenty-eight (28) days beyond the bid validity period, i.e. 178 days after the bids submission deadline.
The Employer shall coordinate the on-line pre-bid meeting and subsequent virtual site visit on 28th December 2023 at 14:00 hours, local time (East Africa). For the benefit of all prospective Bidders, a high-resolution aerial site video clip shall be posted through the https://www.tanroads.go.tz. Bidders are advised to watch the video prior to the scheduled on-line pre-bid meeting.
Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding documents.
