Assignment Title: Ningbo Biodiversity Conservation Strategy and Action Plan

The Government of Ningbo has received a sub-grant from the Global Environment Facility (GEF) through the World Bank toward the cost of the Green and Carbon Neutral Cities Project (Ningbo part), and intends to apply part of the proceeds for the above mentioned consulting services.

The consulting services (“the Services”) include: (a). Baseline Data Collation and Biodiversity Assessment of Ningbo; (b). Formulating A Biodiversity Conservation Strategy and Action Plan; (c). Developing A biodiversity Monitoring Framework for Ningbo; (d). Defining Ningbo Biodiversity Indexes; (e). Public Participation and Achievements Promotion; (f). Environmental and Social Safeguards. The duration of the contract is expected to be 42 months.

Ningbo Project Management Office for GEF-7 Green and Carbon Neutral Cities Project (PMO) now invites eligible consulting units (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information (introduction to the qualifications, experience in similar conditions, availability of appropriate skills of their staff, etc.) demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

The consultant or joint venture should have extensive expertise and past experience in formulating and implementing city-wide biodiversity conservation strategies, programs, plans and projects in the past 5 years, and have implemented at least 2 international and/or domestic projects that are similar to this service, and each joint venture member should have experience of at least one similar project. Strong project coordination and management capabilities, including excellence in data evaluation and report drafting, are required.

The attention of interested Consultants is drawn to World Bank’s Guidelines: Investment Project Loan (IPF) borrower procurement rules [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, July 2016 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other units in the form of a joint venture or a subconsultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality-and Cost-Based Selection method set out in the Consultant Guidelines.
