The Kyrgyz Republic has received financing from the World Bank toward the cost of the Strengthening Social Assistance and Labour Market Programm Project (hereinafter – the Project), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the audit of the project financial statements (PFS) to enable the auditor to express a professional opinion on the project’s financial position for the period from BEGAN JUNE 01, 2023 ENDED December 31, 2023, BEGAN January 1, 2024 ENDED December 31, 2024, BEGAN January 1, 2025 ENDED September 01, 2025, AND COVERING GRACE PERIOD ENDING JANUARY 1, 2026. The project books of account provide the basis for preparation of the financial statements and are established to reflect the financial transactions in respect of the project.

The consulting services period: from June 2023 – to January 2026.

The aim of the Project is to support the Kyrgyz Republic in mitigating the impact of the economic crisis on low-income households and migrant workers and strengthening the effectiveness of social assistance and labour market programmes.

The project consists of the following components:

Component 1: Provide emergency support under the UBC programme and improve its effectiveness

Component 2: Enhancing employment opportunities for vulnerable groups, including migrant workers

Component 3: Strengthening social protection systems.

The Project Implementation Unit Strengthening Social Assistance and Labour Market Programm Project under the Ministry of Labor, Social Security and Migration (MLSSM) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• General experience of the company specific to this assignment (at least 5 years);
• Experience in performing similar services and works by the company (at least two contracts in the past 4 year);
• Should be in the list of World Bank – ECA – List of Eligible Audit Firms.

The attention of interested Consultants is drawn to paragraph 3.14 of the THE WORLD BANK Procurement Regulations for IPF Borrowers PROCUREMENT IN INVESTMENT PROJECT FINANCING Goods, Works, Non-Consulting and Consulting Services dated by July 2016

revised November 2017 and August 2018 (“Consulting Services”), setting forth the World Bank’s policy on conflict of interest.

Relationship with Borrower"s staff: Consultants (including their personnel and sub-consultants) that have a business or family relationship with a member of the Borrower"s staff (or of the project implementing agency"s staff, or of a beneficiary of the loan) who are directly or indirectly involved in any part of: (i) the preparation of the TOR of the contract, (ii) the selection process for such contract, or (iii) supervision of such contract may not be awarded a contract, unless the conflict stemming from this relationship has been resolved in a manner acceptable to the Bank throughout the selection process and the execution of the contract."

Consultants may associate with other firms from the list of World Bank – ECA – List of Eligible Audit Forms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Least Cost Selection method set out in the above Regulations.
