• The borrower has received the funds provided by the World Bank for the World Bank Loan Prevention Preparedness and Response to Emerging Infectious Diseases Project in Jiangxi Province, and intends to use part of the funds to pay for the contract payment for laboratory scientific research and inspection equipment procurement (phase 1 contract 3).
• Jiangxi Province World Bank Loan Emerging Infectious Diseases Preparedness and Response Project Management Office now invites qualified bidders to upgrade and construct 60 laboratory equipment in key forestry, agriculture and health-related disease prevention and control areas based on the concept of "One Health", targeting zoonotic diseases and other emerging health threats, and improving the risk-based surveillance system. The equipment will be upgraded and constructed in Jiangxi Province.
• The delivery date of the project goods and related services is 30 days after the signing of the contract.
• The estimated price of the project is CNY35.19 million.
• The bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank"s "Procurement Rules for IPF Borrowers" [November 2020] (the "Procurement Regulations") and is open to all eligible bidders as defined in the Procurement Regulations.
• The bid document can be obtained from August 30, 2023 to October 11, 2023 on China CNTC International Tendering Corporation, in below address 1.
• The bidder must successfully complete at least 1 contract as a major supplier in the last 3 years (2020-2022), with each contract amounting to not less than RMB 28 million (or other equivalent currencies) and is required to substantively complete and fulfill the content of the contract, and the nature and complexity of the contract content should be similar to the relevant conditions of this contract. (Provide supporting information such as relevant notification of bidding award and contract)
• The bidding document must be delivered to blow address 2 before 9:30 a.m. on October 12, 2023. Electronic bidding will not be permitted. Late bids will be rejected. The outer Bid Envelopes marked "Original Bid" and the Inner Envelope marked "Technical Section" will be publicly opened at 9:30 a.m. on October 12, 2023 in the presence of the Bidder"s designated representative and any person who chooses to participate. All envelopes labeled "Envelope II: Financial Section" will remain unopened and in the safe custody of the Purchaser until the second public opening.
• All Bids must be accompanied by a bid security of RMB 700,000. Bid security method refer to the bidding document.
• Note that the Procurement Rules require the Borrower to disclose information regarding the beneficial ownership of the successful bidder as part of the contract award notice, using the Beneficial Ownership Disclosure Form included with the bidding documents.
