2. The Ministry of Internal Affairs (MoIA) through the General Inspectorate of the Romanian Police (GIRP) now invites sealed Bids from eligible Bidders for Equipment for disaster victims identification (DVI), as further detailed in the request for bids document. Bidding will be conducted in lots, as follows:
Lot 1 – Procurement of Photographic documentation equipment
Lot 2 – Procurement of Video documentation equipment
Lot 3 – Procurement of 360º image capturing and processing kit
Lot 4 – Procurement of 3D Laser Scanning Kit
Lot 5 – Procurement of Mobile global positioning system (GPS)
Lot 6 – Procurement of Digital laser rangefinder for measuring distances
Lot 7 – Procurement of Scene lighting system
Lot 8 – Procurement of Personal lighting equipment
Lot 9 – Procurement of IT Equipment for documenting of evidence
Lot 10 – Procurement of Radiation detectors
Lot 11 – Procurement of DVI mobile laboratory
Lot 12 – Procurement of Multi-frequency metal detector
Bidders may bid for one or more lots, as further defined in the Request for Bids document. Bidders wishing to offer discounts for the award of more than one contract shall specify in their Bid the applicable price reductions. Discounts shall be submitted in accordance with the Request for Bids document.
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from Ministry of Internal Affairs (MoIA) through the General Inspectorate of the Romanian Police (GIRP) – Logistics Department, Mr. Vasile Marian NSUI (vasile.nasui@politiaromana.ro) and inspect the bidding document during office hours [09:00 to 15:00 hours] at the address given below.
5. The bidding document in English may be obtained by interested Bidders upon the submission of a written application to the address below. The document will be sent in electronic format by email.
6. Bids must be delivered to the address below on or before September 29, 2023, 11:00 local time. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on September 29, 2023, 11:15 local time.
7. All Bids must be accompanied by a Bid-Securing Declaration.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
