Assignment Title: Develop cleaner production certification and retrofit guidelines for building materials, petrochemical chemicals, coking, nonferrous metals, and etc.

The Government of China has received funding from the World Bank toward the cost of GEF project Developing Market-based Energy Efficiency Program in China, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include: Develop the technical requirements and retrofit guidelines for the assessment and certification of cleaner production in the building materials, petrochemical, coking, non-ferrous and other industries in the context of carbon peak carbon neutralization. Provide policy guidance and technical support for the implementation of cleaner production evaluation, certification and retrofit, focus on promoting the energy efficiency, water resource utilization efficiency, raw and auxiliary material utilization efficiency, improve the effect of pollution reduction and carbon reduction, and support achieving the goal of carbon peak carbon neutralization

The Project Management Office now invites eligible consulting firms(“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:

(1) Consultant with independent legal personality;

(2) Have the ability to engage in cleaner production audit or related businesses and have experience in building materials or petrochemical, coking and non-ferrous metal industries; have professionals engaged in clean production in building materials or petrochemical, coking and non-ferrous metal industries.

(3) Undertaken relevant research or project consulting business in building materials or petrochemical, coking and non-ferrous metal industries in the past 5 years.

(4) Undertaken similar projects from international organizations, foreign governments or Chinese governments

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011, revised July 2014.(“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Selection Based on the Consultants’ Qualifications (CQS) method set out in the Consultant Guidelines.
