City of Prince George is soliciting proposals for a qualified Benefits Consultant experienced in the area of designing and marketing municipal benefit plans, selecting carriers, implementing a
transition and providing ongoing consultative support for both fully insured and self-administered plans.
The City currently provides group insurance benefits for approximately seven hundred (700) employees and their families in the Exempt, C.U.P.E. and Firefighter groups.
Proponents are advised that, during the last five-year contract, commission payments issued by the Insurers to the successful firm for Benefits Consulting services amounted to approximately
$541,000 as of December 31, 2025.
The Consultant will be remunerated through commission paid directly by the insured benefits plan carrier(s). Additional consulting projects may arise that are outside of the scope of the
arrangement between the insured benefits plan carrier(s) and the Consultant however are complimentary to the management and administration support of the benefits plans and employee wellness.
In such instances, the City may seek proposals on a sole source basis from the Consultant and will determine acceptable fees for any such services requested or proposed.
This solicitation may lead to sequential or concurrent negotiations with one or more Proponents offering the most advantageous proposal(s), or to the creation of a Contract without
negotiations.
