The City has chosen to direct award this contract and not to request proposals for the following reasons:

1. Only known supplier. The City is not aware of any other suppliers capable of providing the referenced goods/services.

2. Supplier qualifications. The Supplier has the understanding, qualifications, skills and expertise to provide the requirements of this contract. This is an Invest NW project, which is being stood up as a Part 9 Corporation, but is not yet through Corporate Registries. The City is leading the project on behalf of Invest NW. True North Energy Corporation (TNEC) is Canada’s leading provider of containerized LNG solutions. In 2017, TNEC achieved a historic milestone by executing Canada’s first LNG export to China via ISO tank containers, establishing a pioneering trade route. Since then, they have expanded this innovative pathway to four key Asian markets, demonstrating scalability and market penetration. TNEC’s ability to navigate complex market dynamics and logistical challenges positions them as the ideal partner to deliver a rigorous and actionable competitiveness study.

3. Time limitations. The Supplier has immediate availability of sufficient staff and resources to meet the City’s schedule

4. Cost. The City considers this approach to be the lowest cost alternative to providing the requirements of this contract or the approach which provides best value to the City over the contract term.
