  ICBC intends to proceed with a direct award under the limited tendering provisions of the NWPTA, CFTA, CETA, and Canada-UK Continuity Trade Agreement, which permit a procuring entity to award a contract without a competitive process where, for technical reasons or the protection of exclusive rights, only one supplier is capable of fulfilling the procurement requirements and no reasonable alternative or substitute exists.

  The BLVA initiative is a key ICBC corporate initiative to enhance service delivery to Autoplan Brokers, the primary distribution channel for ICBC insurance products and responsible for processing approximately $6B in insurance premiums annually.
  
  The BLVA virtual agent solution will provide real‑time procedural guidance and policy clarification to brokers. Given the operational and customer impacts associated with broker advice, the solution must deliver a high degree of response accuracy, reliability, and contextual reasoning.
  
• Requirements and justification
• 
  The required LLM service must:
  
• Demonstrate high factual accuracy and consistency in procedural and policy guidance;
• Reliably interpret complex, multi‑step broker procedures and workflows;
• Support secure integration within ICBC’s existing AWS cloud, Genesys Cloud, ICBC enterprise procedures solution, ICBC’s security architecture and;
• Provide enterprise-grade service support, availability, and governance controls appropriate for operational use.

  Following assessment, Anthropic’s Claude Haiku has been identified as uniquely capable of meeting the above ICBC requirements within the required implementation timeline. Specifically:
  
• Anthropic possesses exclusive rights to Claude Haiku and its associated intellectual property;
• The performance characteristics required for BLVA (accuracy in complex insurance procedural interpretation, reliability, and enterprise readiness) are not currently available through ICBC’s internal capabilities or any other external LLM service;
• No other available LLM service has demonstrated the same combination of technical performance, integration feasibility, and risk profile necessary to meet ICBC’s operational requirements within project timelines; and
• Substituting another model would introduce material operational risk and delay to a critical corporate initiative.

  Accordingly, ICBC currently has no viable internal option or reasonable external alternative that meets the necessary accuracy standards and the intended business outcomes outlined above.
