Notice is hereby given by Community Living British Columbia (CLBC), of its intent to enter into a contract with Powtoon Ltd. to provide the following cartoon-style animation software capability
that supports the development of engaging explainer, training, and internal communications content at CLBC. The initial corporate package includes the following services: 1. Access for up to
ten (10) CLBC users with 250 GB/user storage. 2. Video creation studio including full branding and character customization capabilities. 3. Screen & Webcam Recording capabilities. 4.
Unlimited premium export features. 5. Full administrative capabilities with a Centralized Team management and collaboration where CLBC can access to manage all the projects together. 6. Camera
Movements and Text-to-Speech with LipSync features. 7. Automated closed captions. 8. Unlimited access to AI features. 9. 24/7/365 Dedicated VIP Support (2 hr response time). Notice of Intent
81-CTI-2026-674-NOI (master) Page 2 10. Corporate Information Security Compliant (ISO27001) with 2FA and option for SSO. 11. Ability to create Company branded templates with locked in elements.
12. Translation workflow to accelerate the translation of your content in different languages. 13. Complementary Powtoon Training for CLBC staff. 14. Access to Professional services for
branding and Powtoon creation (for an additional fee) There is an annual licensing cost for access and usage of this software. The total value of the contract to supply the above animation
software is expected not to exceed a total annual value of $35,000.00 for the initial term. The contract will be awarded for one (1) year effective, April 1, 2026 with an option to extend for
an indefinite number of years for so long as CLBC requires the above-referenced services and exercises the discretion to continue to negotiate and renew contracts with Powtoon Ltd. The funding
envelope will expand respectively. CLBC has chosen not to tender the above contract for the following reason(s): 1. Powtoon Ltd. is a Canadian owned company that can store CLBC data in Canada
in accordance with Canadian legislation. 2. Powtoon Ltd. is being recommended based on its specific alignment with CLBC"s functional and organizational requirements. While there are many
general video creation platforms available, Powtoon Ltd. offers a strong, user-friendly cartoon-style animation capability that supports the development of engaging explainer, training, and
internal communications content. This animation focused functionality is central to CLBC’s intended use and is not consistently available at the same level across other platforms. 3. Powtoon
Ltd. has a proven track record of providing similar services to other BC federal and provincial and municipal networks. Vendors wishing to object to this decision should submit in writing by
facsimile or email to the contact identified above on or before 14:00PM Pacific Time on March 24, 2026, detailing specific reasons for the objection and proof of capability to deliver the
required services. A vendor’s proof of ability to provide all above noted services will be the key criterion with regard to the consideration of vendor objections. CLBC will not consider any
challenges from a vendor that does not have a Canadian presence (either as a Canadian company or a Canadian subsidiary company) and will not consider any challenges from a vendor that cannot
readily store data in Canada
CLBC will assess any challenge of the NOI process by a vendor and, at its sole discretion, CLBC will decide to undertake a competitive process or proceed to directly negotiate and award the
contract. CLBC’s decisions in this regard will be final.
