ENVISION SAINT JOHN: THE REGIONAL GROWTH AGENCY
REQUEST FOR PROPOSAL (RFP)

WHO WE ARE
Envision Saint John (Agency) is the Saint John Region"s lead economic development and visitor attraction agency, tasked with sustainably growing our economy and population. We are governed by an independent Board of Directors and actively supported by the municipalities that are our key funding partners - Saint John, Quispamsis, Rothesay, Grand Bay-Westfield, Hampton, Fundy-St. Martins and the Fundy Rural District.

Envision Saint John is a convener, bringing together diverse stakeholders to develop a shared economic vision. We function as an economic intelligence hub, gathering and interpreting economic data that informs strategic decision-making. We work as an innovation accelerator, creating platforms and support mechanisms that help businesses and entrepreneurs start up and scale up. We are storytellers, crafting compelling narratives that attract visitors and new residents and reveal the region"s
economic potential to local, provincial, national, and international audiences.

SCOPE OF SERVICES
Envision Saint John is inviting qualified professional accountants to submit proposals for Auditing Services for the fiscal period ending December 31, 2026, December 31, 2027, December 31, 2028, and December 31, 2029, plus one-year renewal period at the option of the Agency.

Envision Saint John requires that each audit will be completed prior to March 31 of the following fiscal year.

ACCOUNTING SET-UP
- Agency uses accrual-based accounting methods.
- Financial statements are prepared internally monthly and presented quarterly to the Board of Directors by management. Audited statements are presented to the Fundy Regional Service Commission on or before June 1st.
- Accounting system used by the Agency is QuickBooks Online.
- Internal financial approvals are managed through Approval Max.
- Payroll is managed through Wagepoint. Staff are paid bi-weekly via electronic transfer.
- Two bank accounts exist for the Agency.
- Agency maintains a corporate Visa account with multiple cardholders.

ANTICIPATED VOLUMES
- Agency employs a staff of approximately 32 employees comprised of both full-time salaried employees as well as casual positions that are paid an hourly rate.
- Agency is registered as a not-for-profit organization and is entitled to a 71.4276% HST rebate on
general activities.
- Agency manages the Impact Loan Program, a federal program that supports local entrepreneurs. Currently managing approximately 50 loans.
- The annual total revenue for the Agency averages around $6.0 - $7.0 million/year. Revenue obtained from Municipal, Provincial and Federal government sources is estimated at 97% of all operational revenue (based on pre-established agreements).
- Approximately 4,000 transactions annually.

PROPOSALS
Proposals must conform to the requirements for this RFP. Envision Saint John reserves the right to waive any irregularity in any proposal or to reject any proposal for any reason. Envision Saint John, on criteria determined by the agency, will make selection of the proposing firm. The use of the term "firm" throughout this document means: Individual Proprietor, Partnership, Limited Liability Company, Corporation or Joint Venture.
Your proposal is expected to cover the following:

EXPERIENCE AND RESPONSIBILITIES
- Detail your firm"s experience in providing auditing services for not-for-profit companies and/or governmental entities. Please provide information on whether you provide services to any other associations, groups or companies involved in economic development.
- Identify the in-charge accountant or manager and the staff who will be assigned to Envision Saint John"s account if you are selected in this process. Credentials and an outline of experience must be provided for the identified in-charge accountant or manager and staff.
FEES
- Projected fees for undertaking Envision Saint John"s audit for the 2026, 2027, 2028 and 2029 fiscal years.
- Projected fee for the one-year renewal period.

OPTIONAL BIDDER REGISTRATION
An optional bidder registration will be available for those interested in receiving information updates during the open period of the RFP. This is an option only for prospective bidders and is not a requirement.

Bidders list will not be disclosed until after the final closure date for the bid process. Bidders can register by submitting an email to Chloe Goodyear, Administrative Assistant at admin@envisionsaintjohn.com stating your interest and return email address for communications.

PROPOSAL SUBMISSION
The issuing of this request for proposal does not constitute an offer to lease and the Agency reserves the right not to enter into any lease as a result of this process.

All late or incomplete submissions may be rejected. No verbal submissions will be accepted.
All submissions will become the property of the Agency.

PROPOSAL EVALUATION
Eligible proposals will undergo an evaluation process that includes assessment by a committee comprised of the Envision Saint John Finance Committee and other select team member(s). Assessment criteria may include, but not be limited to, experience, price and references. Proponents may be asked to provide additional information or details for clarification.
