This Invitation to Tender is being issued by the Health Organization for the selection of a Mechanical Contractor as the prime contractor for Project E260-00: Vancouver General Hospital (VGH)
Willow Pavilion Boilers Replacement. The project involves decarbonizing the Willow Pavilion heating plant to support energy efficient and reliable building systems for domestic hot water and
space heating within an active tertiary acute care facility. The work includes replacing existing domestic hot water gas fired boilers with a CO2 heat pump system, representing a leading-edge
implementation of this technology within an acute care setting. The project also includes replacing existing space heating boilers with a hybrid electric and gas fired boiler arrangement. An
alternate price item(s) will be included for the provision of a new steam backup and future tie-in routing through the VGH tunnel to reinstate secondary fuel source capability. The project
requires careful phasing and live site coordination to maintain facility operations throughout construction.
The ready-for-takeover date is anticipated to be December 31, 2026.
A mandatory site visit of the proposed work will take place on February 26, 2026, 9:30 to 11:30 AM PST.
