Request for Proposals for the Provision of Track Protection Services for Metrolinx Owned Rail Corridors

RFP No.: RFP-2025-DICE-618

Metrolinx invites qualified firms to provide Submissions for the provision of Track Protection Services (Services) for various projects undertaken by Metrolinx on Metrolinx-owned rail corridors and yard locations. Such projects may include, but not necessarily be limited to: station platform activities, track and signal construction, snow removal, grade separations, electrification of lines, bridge widening and construction. The Services as further described in the RFP Documents generally consist of:

• Applying track protection in accordance with CROR and Metrolinx GEI;
• Track protection consulting, planning, and field support; and
• Procuring, purchasing, installing, and operating Automatic Track Warning System and other track protection technologies.
• 
  It is the intention of Metrolinx to enter into a Contract with one (1) Proponent for the Services over a five (5) year Initial Term, with the possibility of extending the Contract for a Renewal Term of up to five (5) additional years based on incremental one-year options, exercisable at Metrolinx’s sole discretion.
  Proponents who demonstrate the following experience and qualifications will be considered for award of the Contract:
• valid COR™ certification with the Infrastructure Health and Safety Association (IHSA) or Out-of-Province COR™ Reciprocity (for bidding purposes only) through IHSA; or if ISO 45001 certified, the Proponent must provide a copy of the appropriate proof of current certification from the designated certification body for the jurisdiction where issued;
• a current WSIB Workplace Injury Summary Report (WISR), or equivalent documentation, which shows the LTIFR data;
• 15 years of experience in carrying out projects within the rail environment involving track protection services in an active railway right-of-way;
• 15 years of experience of working in an active Class 1 rail corridor environment;
• experience working on projects where adjoining properties and the surrounding community may be sensitive to the Services to be provided, and a demonstrated ability to address concerns promptly and fairly; and
• working with other rail authorities
