Kwìkwèxwelhp Healing Village Sand Shelter

This requirement is for: The Correctional Service of Canada, Kwìkwèxwelhp Healing Village in Pacific Region.

Trade agreement: Canadian Free Trade Agreement (CFTA)

Policy on Reciprocal Procurement:
This solicitation is open only to Canadian suppliers.

Competitive Procurement Strategy: Lowest priced compliant bid.

Set-aside under the Procurement Strategy for Indigenous Business: This procurement is subject to any set-asides for Indigenous Suppliers.

Comprehensive Land Claim Agreement: This procurement is not subject to a Comprehensive Land Claims Agreement.

Security Requirements: This contract does not include security requirements.

Nature of Requirements:

The following is a summary of the statement of work for this requirement.

1.1 Background:

Currently Kwìkwèxwelhp Healing Village (KHV), stores its inclement weather road sanding material stored outside open to the environment. This creates issues when trying to access and use the material during negative temperature weather. CSC staff have to manually break up large chunks of frozen material to load the truck mounted sander. This poses a safety risk to staff, having to climb on a slippery truck bed to work at the top of the sanding unit.

2.1 Tasks:

1 The Contractor must supply and install a precast concrete lock block foundation and engineered corrugated metal Quonset style building. The foundation and engineered building must meet the following minimum specifications.
2 Foundation:
a. The geotechnical report to be supplied to contractor by Correctional Service Canada (CSC).
b. The lock block foundation to be engineered to meet building specifications
c. The first row of lock block must be buried below grade a minimum of 460 mm, frost protection.
d. The foundation height to be determined by building manufacturer to allow for 16 ft X 14 ft roll up garage door.
e. The interior finish of building floor must be 150 mm compacted granular fill.
3 Pre-Engineered building:
a. The Contractor must supply and construct a 9144 mm X 15240 mm pre-engineered Quonset style metal building. To allow flexibility of building purchase, a deviation of width and length of the building can be presented to CSC for approval, must be reasonable for intended purpose of building.
i. Specified Snow Load – minimum 4.025
ii. Steel panel finish to meet minimum AZ60 standard
iii. Steel panel thickness - minimum 0.030” (22 gauge)
iv. Minimum hardware requirement to meet JS1000 coating standard
b. The shop drawing must be approved by Correctional Service Canda (CSC) prior to ordering building.
c. The engineered stamped drawings for corrugated metal building must be included with building purchase.
d. Front elevation of engineered building
i. 4877 mm X 4267 mm (16’ X 14”) manually roll up garage door, must be complete with all lift hardware and locking latch. Door quality to be commercial grade, minimum 16-gauge steel, prefinished white.
ii. 914 mm man door, complete with hardware. Locking core to match site best cores.
e. Rear elevation of engineered building
i. Solid fixed wall.
4 Final exterior grade of surrounding ground shall be 203 mm below finished elevation of compacted granular interior fill. The Contractor must return disturbed landscaping during construction to be returned to original condition.
5 Ramped up compacted granular fill shall be placed in front of man door and overhead door.
6 The Contractor must perform all work being conducted to National Building Code 2020 and/or B.C. Building Code 2018, adhering to the more stringent of the two.
7 The Contractor must remove all construction debris and disposed of off site. The Contractor must dispose of debris to ensure Environmental compliance.

No travel is anticipated for the performance of the work under this contract.

5.1 Language of Work
The Contractor must perform all work in English.

Any conditions for participation of suppliers not specified in solicitation documentation: none.

Estimated quantity of commodity: see solicitation document statement of work and basis of payment.

Duration of Contract and Time Frame for Delivery:

The Contractor must perform and complete the work by March 31, 2026, from the date of notification of acceptance of the offer.
