Notice is hereby given by Provincial Health Services Authority (“PHSA”), as an agent for the Health Authorities, of its intent to directly award a Contract to the following supplier for the
provision of Workday Chief Program Officer (CPO) to support the design and implementation of the Human Capital Management System (HCMS) across all health organizations for a term of up to three
(3) years at an estimated value of $1,368,000.00 CAD (excluding applicable taxes).

In accordance with applicable trade agreements, PHSA, as agent for the Health Authority(s) has chosen not to proceed with a competitive process for the following reason:
•
the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:
(a) due to an absence of competition for technical reasons
The Workday Chief Program Officer (CPO) will lead the design, implementation, and provincial harmonization of the Workday HCMS across all BC Health organizations, providing executive program
leadership, managing complex risks such as data migration and integrations, and ensuring delivery of contracted functionality with the software provider. A direct award is justified because two
competitive SOW processes and two rounds of internal secondments failed to produce a suitable candidate, and the selected contractor uniquely possesses extensive Workday experience in large,
multi-organization implementations, strong program delivery capability, and local BC presence, making Excellence in Execution Inc. the only viable supplier able to meet the immediate and highly
specialized needs of this critical, in-flight provincial program.
Vendors who wish to challenge this decision should submit a detailed written objection for the attention of Jack Tom, Buyer, by email before 2:00pm Pacific Time, November 28, 2025. PHSA will
review any and all issues received by this date and provide due consideration to each objection.
