Notice is hereby given that Vancouver Coastal Health Authority (the “Health Authority”), through it’s agent Provincial Health Services Authority (“PHSA”), intends to directly award a Contract to the following supplier to provide one (1) Testiscan & Wavelength II for Vancouver Prostate Centre at an estimated value of $114,000 plus applicable taxes.

In accordance with applicable trade agreements PHSA, as agent for the Vancouver Coastal Health Authority has chosen not to proceed with a competitive process for the following reason:

•the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:
(a) due to an absence of competition for technical reasons

The required NIRS optical probe (Testiscan) with WaveMaster II system is a custom-made, multi-channel device with exchangeable emitters for variable depth of penetration, designed by Dr. Kourosh Afshar for assessment of scrotal content in children and adults. This state-of-the-art research equipment is not commercially available, and only this vendor can meet all required specifications. The unit will be used solely for UBC-approved clinical research, and no other vendor can provide an equivalent product.


Vendors who wish to challenge this decision should submit a detailed written objection for the attention of Manish Chauhan, by email before 12:00pm Pacific Time, November 28 2025. PHSA will review any and all issues received by this date and provide due consideration to each objection.
