Notice is hereby given that the Capital Regional District (the “CRD”), intends to directly award three (3) Contracts to the following suppliers who will provide multi-material recycling
depot services and resource recovery, from waste:
Galiano Island Recycling Resource Society
220 Sturdies Bay Road
Galiano Island, BC, V0N 1P0
Mayne Island Recycling Society
390 Campbell Bay Road
Mayne Island, BC, VON 2J1
Pender Island Recycling Society
4400 Otter Bay Road
Pender Island, BC, VON 2M1
The services will support the Southern Gulf Islands near the southern end of the Straight of Georgia with an intricate network of waterways between them, collectively referred to as the Salish
Sea. The term will be four (4) years, for each of the three (3) contracts commencing in 2026 through to the end of 2029.
The value for services provided on each of the supported Southern Gulf Island’s is:
Galiano Island: $627,363.36
Mayne Island: $470,621.40
Pender Island: $590,295.21
In accordance with applicable trade agreements, CRD has chosen not to proceed with a competitive process for the following reasons:
•Galiano Island Recycling Resources Society, Mayne Island Recycling Society, and Pender Island Recycling Society are all non-profit organizations; and
•the goods or services can be supplied only by the selected suppliers and no alternative or substitute exists for the following reason:
(a) to ensure compatibility with existing processes and systems.
Vendors who wish to challenge this decision should submit a detailed written objection including documentation demonstrating that they meet the requirements and criteria set out above. This is
to be addressed for the attention of Michael Mulder, Manager, Procurement, by email before 2:00pm Pacific Standard Time, November 7, 2025. CRD will review any feedback received by this date and
assess each objection against the criteria.
This assessment will be kept on file. If an objection is justified, a competitive process will be undertaken. For any objections that are rejected, CRD will provide reasons why the objection
did not satisfy the needs of CRD in this procurement.
