Description
Scope of Work/Overview:
This project involves design and construction of new Garage (approximately 30" x 30") and the rehabilitation and upgrade of the RCMP Carman Detachment parking lot and surrounding site
infrastructure. The work includes resurfacing the asphalt on the east and north parking areas, upgrading exterior lighting and electrical systems, installing a secure perimeter fence with
access gates, as well as design, construction and preparing the site for a future garage structure. The project will be executed in accordance with RCMP Fit-Up Standards and applicable
municipal and provincial regulations. The consultant shall complete a lifecycle cost benefit analysis (LCCA) using the "Guideline-Project GHG Options Analysis Methodology" to assess energy and
greenhouse gas emission performance of at least four design options. The LCCA to determine feasibility of designing the building to be net zero carbon or net-zero carbon ready. The consultant
shall complete a Climate Risk and Vulnerability Assessment (CRiVA) during project design and incorporate climate adaptation measures as needed. In alignment with climate resilience goals, the
design will incorporate recommendations from the CRiVA. This includes strategies for stormwater management and landscape planning that supports biodiversity and adapts to shifting botanical
zones. Native, drought-tolerant species will be prioritized to reduce maintenance and enhance ecological function. Refer to Requirements document and CRiVA SOW issued with RFQ documents.
DB/TI/Business Case were waived by RCMP. Include cost for winter investigation as required. RCMP Sustainability requirements apply, as new Garage is to be heated (e.g. unit heater 15kW hanging
from ceiling). Civil work would need to be done prior to the building, ensuring a solid foundation (slab on grade, no oversized vehicle) and adequate drainage. Electrical would require a
minimum a 100-amp panel but depending on what operational activities are to take place in the garage, the panel may need to be upsized. No EV electrical infrastructure required. There is no
building automation in the detachment. Scope includes Soil testing and remediation near the main entrance due to suspected contamination only if soil is to be disturbed. Replacement of
deteriorated concrete curbs, parking stops, and leveling of the garage apron. Coordination of infrastructure to support future garage installation, including conduit layout and pad design.
Environmental stewardship through waste diversion and reduction of hazardous materials. The exterior lighting design shall utilize LED and reduce light pollution by minimizing backlight, glare
and trespass for exterior luminaries. Lighting shall be controlled via photocell.
1) The order of priority for the project scope is (first to last)
a. Securing fencing compound. Comply with RCMP Security Fencing Considerations Guide GCPSG-009.
b. Lighting upgrade
The exterior lighting design shall utilize LED and reduce light pollution by minimizing backlight, uplight, glare and trespass for exterior luminaries. Lighting shall be controlled via
photocell.
c. Any required electrical upgrades for lighting/parking lot pedestals/garage
d. Coordination of infrastructure to support future garage installation, including conduit layout and pad design.
e. Parking lot patching where deemed required, replacement of deteriorated concrete curbs, parking stops, and leveling of the garage apron, ensure to conduct additional soil testing and
remediation near the main entrance due to contamination.

2) The existing fence and fence posts will likely need to be removed and replaced with new chain link fencing.
Consultant to ensure:
• Design approach based on the MVP/best value to Canada.
• Perform final testing and commissioning
