Notice is hereby given by the Cowichan Valley Regional District (CVRD) of its intent to contract the provision of consulting services for development of an emergency shelter and supportive
housing siting policy for the Cowichan region as follows:
CVRD Emergency Shelter / Supportive Housing Siting Policy
CitySpaces Consulting provides continuity of expertise and knowledge for the development of the local area emergency shelter / supportive housing siting policy.
• Complete best practices research.
• Develop and implement an engagement plan.
• Facilitate engagement with key partners and stakeholders and prepare report summarizing the outcomes.
• Prepare draft emergency shelter / supportive housing siting policy and review with CVRD staff.
• Prepare final policy document and present to CVRD Board.
The estimated value is $50,000 Canadian dollars, excluding taxes.
The decision to direct award to CitySpaces Consulting Ltd was made based on the following considerations:
1. Project Continuity & Consistency: In 2024, the CVRD engaged CitySpaces Consulting Ltd to undertake a spatial siting analysis to help identify an appropriate site for a warming centre in
the region . CitySpaces knowledge of the unique challenges of the CVRD as well as consistent approach to communication and engagement strategies with partners and stakeholders will provide
seamless continuity and enhanced efficiency for the CVRD Emergency Shelter / Supportive Housing Siting Policy.
2. Expertise: CitySpaces Consulting possesses specific expertise and knowledge related to the unique challenges of the area and organizational understanding that will expedite the
process.
