Extension of Consultant Services for VGH Segal AAC New Reception Project
Project Number: F527-00NOI

Vancouver Coastal Health (VCH) intends to extend the Consultant Service contract for the VGH Segal AAC New Reception Project (F527-00) with DYS Architecture Consulting Firm.
The estimated value of the service (including consulting fees for architect, mechanical, and electrical disciplines) will be $130,900.00 plus GST. VCH has chosen not to conduct a full Request for Proposal (RFP) process for the following reasons:

• Current Condition at VGH Segal Building
  The existing reception area presents usability and functional challenges for both staff and patients, underscoring the need for timely improvements to support a safe and efficient environment.
• Project Familiarity & Technical Alignment
  DYS Architecture was engaged to provide a preliminary design within a tight turnaround time for the Segal Reception project and has demonstrated a thorough understanding of the site conditions, project goals, and technical requirements. Their continued involvement ensures consistency and avoids delays that would arise from onboarding a new consultant at this stage. Each of these considerations is critical to ensuring the project remains on schedule and meets the required completion timeline.
• Proven Collaboration & Efficiency
  DYS and their sub-consultant team have established effective working relationships with project stakeholders, enabling efficient communication and coordination that can be extended into the upcoming design stages. This will allow for quick reviews and coordination to allow the project to meet the tight timelines.
• Anticipated Completion Timeline
• Bringing along their project knowledge and familiarity of the teams involved, DYS Architecture expects to complete design development by December 2025, allowing tendering and procurement to complete in early 2026, and construction to start by February 2026.
• Consultants may challenge this decision by sending an email to the undersigned by October 20, 2025, at 15:00 local time.
