Description

Rocky View County recognizes the importance of providing stormwater management systems that are safe, effective, and do not adversely affect public or private lands. As stormwater concerns arise following extreme weather or snowmelt events, complaints from residents or County maintenance crews are reviewed. If it is believed that a long-term solution is necessary to address the issue and prevent future reoccurrence, the County will evaluate and prioritize the area for stormwater improvements. Prioritization of projects considers the project feasibility, maintenance benefit, regional benefit, environmental impact, resources, and funding required. To plan, budget, and advance the resolution of the County’s four drainage projects prioritized for 2025, the Department of Capital & Engineering Services is requesting a proposal from an Engineering Consultant to provide survey, design, and construction services. This may include the survey and assessment of existing drainage challenges, providing design recommendations, assisting with any land acquisition drawings and regulatory applications, and preparing a draft tender/RFQ, as required per details outlined within Appendix E. Rocky View County reserves the right to award some or all of the projects, based on proposals submitted and limitations of resources and funding. Due to limited resources and budgetary restrictions, the County’s drainage projects will be approached and completed in a phased construction approach, as outlined below: • Phase 1 Project Initialization, Preliminary Surveys, and Assessment – Review of background information, survey, and conceptual design services to provide possible solutions to drainage issues. • Phase 2 Design and Pre-Tender Services – Design and pre-tender services. Regulatory approval requirements are to be confirmed. • Phase 3 Construction and Contract Administration Services – Construction through completion. It is anticipated that Phase 1 and Phase 2 will commence in 2025, with completion before December 31, 2025. Based on the findings, approval requirements, and cost estimates presented within Phase 2, projects will be reevaluated and scheduled for construction based again on the above-noted priorities. Proposals for Phase 3 construction requirements will then be requested and possible extensions to the contract awarded under a change order.
