The Capital Regional District (CRD) invites qualified consulting firms to submit qualifications for Hartland Annual Reporting and Miscellaneous Services.
SCOPE OF WORK
Annual Reporting
The scope of work for Annual Reporting includes evaluation/interpretation of water quality and groundwater flow data to:
• evaluate effectiveness of the leachate collection and containment systems;
• assess groundwater and surface water quality against applicable regulatory standards and evaluate any impacts related to landfill leachate/activities, as well as onsite aggregate
run-off/leachate from existing quarrying/aggregate stockpile areas; and
• assess temporal trends across all monitoring data (groundwater/surface waste flow; and leachate, surface water, and groundwater quality).
Each annual report covers a 12-month monitoring period from April 1 to March 31 such that the 2025 annual report covers data from April 2024 through March 2025, etc. CRD personnel are
responsible for all field monitoring and sample collection activities and data tabulation.
Miscellaneous Services
The CRD anticipates that the general scope of work for Miscellaneous Consulting Services under standing offer agreement could include the following technical consulting services without
limitation:
• monitoring well installation oversight, borehole logging and reporting;
• assessment and interpretation of routine and non-routine data (groundwater, surface water, soil and vapour) including, but not limited to emerging contaminants and/or geochemical
investigations;
• hydrogeological/hydrological assessments; and
• general environmental regulatory support under the BC Landfill Criteria for Municipal Solid Waste, the BC Contaminated Sites Regulation, BC Landfill Gas Regulation and other applicable
regulations.
