Notice of Intent to Award a Contract

Notice is hereby given that the City of Abbotsford (the “City”) is contemplating making a direct award of a contract to Onsite Engineering Ltd. (the “Service Provider”) for the following:
• Matsqui Dike Sinkhole Remediation Phase 2

Background
The City published RFP 1220-2021-2673 and RFP 1220-2021-2673A. As the City did not receive any acceptable submissions, the contract was direct awarded to Onsite Engineering Ltd. in the amount of $154,366.00 CAD plus applicable taxes. A second phase is required to determine if any sinkhole/voids are remaining under the Matsqui Pump Station flood boxes.

Scope of Services or Specifications
The scope includes:
Engineering Services – Civil, Geotechnical, and Environmental for investigation to determine if any sinkhole/voids are remaining under the Matsqui Pump Station flood boxes after the earlier repairs to sink hole to the east of the flood boxes.

Scope includes for a design solution and construction services for remediation in the event that the investigation determines that sinkhole/voids are present. The value of this work is approximately $160,000.00 CAD.

Rationale for Contemplating a Direct Award
The City is contemplating a direct award with the Supplier for the following reasons:
• With the objectives of public security and safety and the protection of human, animal and plant life and health and due to the unpredictability of severe weather events, it is important that the provision of services be expedited as delays increase the risks of Matsqui Prairie being flooded.

Contract Value:
The value of the contract is expected not to exceed $315,000.00 CAD plus applicable taxes.
