Contractor Services for the UBC Hospital (UBCH) Steam Boiler Project
Document Number: F603-00NOI

Vancouver Coastal Health (VCH) intends to award the contract to CANNEPP Boiler Room Technologies Ltd. for Contractor Services for the UBCH Steam Boiler project (F603-00).
The maximum value of this contract award (including sub-contract fees) will be $239,506.00 plus tax. VCH has chosen not to complete a Quote Request or Tender process for the following reasons:

• Urgency: Substantial defects are found in all three steam boilers at UBCH Koerner Pavilion. To comply with CSA standard, the steam boiler plants require N+1 redundancy. Two of the boilers (Boiler A and Boiler B) are undergoing major repair and inspection. One of the boilers (Boiler C) requires immediate replacement and is currently obsolete. The project scope is to replace the Boiler C pressure vessel and its casing so it can be back in operation and provide redundancy to the boiler plant.
• Expertise: Cannepp who is only authorized sales representative for Cleaver Brooks boilers, has been providing maintenance service for the steam boiler plant at UBCH Koerner Pavilion. They have been engaged with initial assessment of the boiler steam plants providing verification of the cause and remediation.
• Contract Value: Cannepp is the only sales representative in BC for CleaverBrooks boilers and they provide competitive service contract compared to other vendors. The service fee also includes 20% discount on top of their original quote.
• Consultants may challenge this decision by sending an email to Jason Jew by October 11, 2024, at 15:00 local time.
  Provide proof showing your experience related to the requirements defined in this Notice of Intent. Only challenges from qualified consulting firms will be reviewed.
