Description

The Town of Stony Plain is seeking a qualified consultant to develop a Town-wide parking study in efforts to seek opportunities to lower parking minimums in the Land Use Bylaw (the "LUB"). The successful proponent will demonstrate experience in working with communities to develop parking studies and recommendations in support of community goals.

In a manner that is consistent with the Municipal Development Plan and Housing Strategy, the Town of Stony Plain is seeking to:
1. Conduct a parking study to determine supply and usage of current on-street and off-street parking stock; and
2. Use the study and the supplied recommendations to inform decision-making regarding the reduction of parking minimums within the Town’s Land Use Bylaw.

The Deliverables include, but are not limited to, the following:
• Work closely with the Town throughout all phases of the project and the completion of the scope of services;
• Regular project management meetings with municipal staff are expected throughout the project;
• Meetings with staff to agree to a timeline, process, and selection of sample sites;
• Summary of data and analysis described in the inventory of existing parking and parking usage and observation analysis sections of this RFP;
• Summary of the jurisdictional scan;
• Provide maps, charts and tables summarizing the parking supply and demand patterns for the study area;
• Provide the Town with a comprehensive Parking Study that provides clear recommendations regarding the Town’s parking vision and goals, with scenarios fit with policy changes to implement; and
• Presentation of findings to Town Council.


Note: This procurement is subject to Chapter 5 of the Canadian Free Trade Agreement (CFTA) and Chapter 19 of the Comprehensive Economic and Trade Agreement (CETA).
