A1. Project Information
In 2021, the County purchased a +/-75 Acre parcel in Springbank located at SW 27-24-3 W5M. The land was purchased with the intent to develop the property for recreational uses. In December
2022, a Business Case was prepared on behalf of the County and an Events Centre was identified as a need for the community and surrounding area.
The County is requesting a Life Cycle Cost Analysis for a future Events Centre described in Phase 1 of the Business Case. The building footprint is approximately 15,000 SQ.FT. with the
following primary functions:
•Banquet Hall for 200 seated guests or 550 standing guests
•Studio for 20 to 25 users
•2 Multipurpose Rooms to accommodate up to 50 persons
•Commercial Kitchen
A.2. Project Scope
This Request for Proposals (RFP) seeks submissions from qualified consultants interested in undertaking the Life Cycle Cost Analysis (LCCA) for the future Events Centre. The County would like
to obtain a comprehensive review of revenue streams based on the business case and all costs associated with replacement, repairs, operating, and maintaining the future events centre. In
addition, a review of operating models and costs associated with each model.
