Description

• The Business Services Branch (BSB) within the Ministry of Health and Ministry of Long-Term Care is seeking to conduct an open competitive procurement process to acquire up to as many as two (2) Cold Chain Courier Services per category to supplement its fleet in during high volumes times (such as influenza season) or to meet unexpected demands. The Ontario Government Pharmacy and Medical Supply Services (OGPMSS) branch has responsibility and accountability for vaccine supply in the province. Vaccine distribution couriers and distribution providers use predominantly refrigerated trucks with temperature control (2-8 degrees Celsius).
  
  Vaccine will be handled in a manner to reduce the risk of exposing vaccine to a cold chain break (a cold chain break means that the vaccine has been exposed to light or to temperatures outside the recommended range of 2-8 degrees Celsius, resulting in the vaccine being less potent). The Cold Chain service providers must comply with all Good Manufacturing Practice (GMP) regulations around the storage, handling and distribution of medical vaccines. It is expected that this vendor will enter into an agreement with the Ministry of Health (MOH) and the Ministry of Long-Term Care (MLTC) and will perform in accordance with the terms and conditions.
• Scope of Work
  The Vendor(s) are expected to be able to arrange pick up times with OGPMSS staff as well as delivery appointments with the ministry clients (if required).
  • The Vendor shall pick-up shipments from the OGPMSS loading dock which is located at the 99 Adesso Drive, Concord, L4K 3C7 (Hwy 400 and Steeles Avenue) or alternate location as requested by OGPMSS (on rare occasions)
  • Deliver to locations throughout Ontario.
  • Be able to provide emergency same day pick-up and delivery services to regions throughout Ontario.
  • Maintain sufficient vehicles in their fleet, as well as a contingency plan to ensure reliable, uninterrupted courier services for the Ministry.
  • Be able to effectively, and efficiently deliver to various locations including downtown Toronto locations, GTA locations and locations set out in RFB.
  • Maintain a cold chain temperature within the specified +2 degrees Celsius to +8 degrees Celsius during transport that is verifiable upon request and when the product is otherwise in the Vendor’s possession.
