Notice is hereby given by Community Living British Columbia (CLBC), of its intent to enter into a contract with NEXUS COMMUNITY SUPPORT SOCIETY (“Nexus”) to provide the following SERVICE TYPES for its REVESLTOKE PROGRAMS: 1. EMPLOYMENT SERVICES – DEVELOPMENTAL DISABILITY (DD) – has 0.18 FTE based and 7 gross fixed service levels per week. 2 individuals supported with potential to support more at a later date. 2. EMPLOYMENT SERVICES—PERSONALISED SUPPORTS INITITIVES (PSI)- has 0.18 FTE based and 7 gross fixed service levels per week. 2 individuals supported with potential to support more at a later date. The total value of the contract to supply the above-referenced SERVICE TYPES is expected not to exceed a total contract value of $37,995.04 for the initial one (1) year term of the contract, subject to potential uplifts for Sustainable Services Negotiation Mandate increase which may increase the total contract envelope during the initial one year term. The contract will be awarded for AN INITIAL PERIOD of one (1) year with an option to extend for an indefinite number of years for so long as CLBC requires the above-referenced SERVICE TYPES and exercises the discretion to continue to contract with Nexus Community Support Society. CLBC has chosen not to tender the above contract for the following reason(s): 1. The community of Revelstoke presents significant challenges regarding recruitment and retention for employment services. The city is a remote location, a ski resort community with high-cost housing, higher cost of living and seasonal workers. Nexus is able to implement and maintain services while actively recruiting suitable staff and managers for the Revelstoke area. 2. Nexus Community Support Society is an experienced service provider of staffed living and community inclusion services in remote communities. They are currently the only vendor in Revelstoke that is actively operating employment support services. 3. Nexus Community Support Society has significant operations in nearby communities. The labour market in Revelstoke is likely to present ongoing challenges and Nexus has the capacity and resources to maintain service sufficiency. Vendors wishing to object to this decision should submit in writing by facsimile or email to the contact identified above on or before 14:00PM Pacific Time on February 9, 2024 detailing specific reasons for the objection and proof of capability to deliver the required services. A vendor’s proof of ability to DEMONSTRATE / PROVIDE the following: 1. qualification and ability in providing Employment services for CLBC eligible individuals. 2. experience in supporting Employment services (DD & PSI), including those in remote communities. 3. resources and capacity to maintain service under very difficult operational environments (for example, ability to temporarily bring in staff to the community. 4. a realistic plan for meeting these service requirements, including the FTE requirements (as noted above), within 2 months of being the successful proponent of a competitive tender for these services. The above will be the key criterion with regard to the consideration of vendor objections. CLBC will assess any challenge of the NOI process by a vendor and, at its sole discretion, CLBC will decide to undertake a competitive process or proceed to directly negotiate and award the contract. CLBC’s decisions in this regard will be final.
