Eligibility of Bidders:
|
a) Financial Criteria
The bidder must provide documents showing:
• A figure of average annual turnover in Plant Design, and/or Supply and/or Installation of 20,000,000 USD (twenty million USD) over the last three (3) years.
• Ability to access funding of 5,000,000 USD (Five million USD).
b) Experience and technical capacity
The bidder must provide documents showing:
• The Bidder is a qualified EPC Contractor or a SCADA/EMS/DMS software OEM.
• A minimum of 15 (fifteen) years of experience under construction contracts in Transmission (National or Regional) and/or Distribution Grid Control Centre project.
• Completion of at least 4 (four) contracts in the field of Transmission (National or Regional) and/or Distribution Grid Control Centre projects, each of minimum value
10,000,000 USD (ten million USD) during the last 15 (fifteen) years, including 2 (two) outside the bidder’s home country. At least 1 reference in Transmission Grid Control
Centre project and 1 reference in Distribution Grid Control Centre project must be showcased. The Bidder is allowed to use global project references within its organization.
• SCADA/EMS/DMS OEM shall have a supply record of at least last 15 (fifteen) years in manufacturing SCADA with EMS and/or DMS systems. Evidence from at least 4 (four) end-users
for a minimum of 3 (three) years satisfactory service record within the last 15 (fifteen) years of SCADA with EMS and/or DMS systems outside the manufacturer’s home country
shall be provided. SCADA/EMS/DMS OEM shall have a valid ISO 9001: 2015 certificate
• IP-MPLS OEM shall have a supply record of at least last 10 (ten) years in manufacturing IP-MPLS routers. Evidence from at least 4 (four) end-users for a minimum of 3 (three)
years satisfactory service record within the last 10 (ten) years of IP-MPLS networks, outside the manufacturer’s home country shall be provided. IP-MPLS OEM has a valid ISO
9001: 2015 certificate.
• Manufacturers of IT equipment used in the project must have a minimum of 10 years (ten) experience under manufacturing of such equipment, and must be ISO9001:2015
certified.
c) Environmental, Social, Health and Safety criteria
The bidder must demonstrate availability of a valid ISO certification or internationally recognized equivalent applicable to the worksite in:
• Occupational health and safety management systems (ISO 45001)
• Environmental management systems (ISO 14001)
• Quality management systems (ISO 9001)

1. Electricité du Cambodge (EDC) has received funds from the Agence Française de Développement (the French Development Agency) towards the cost of the “Grid
modernization on transmission and distribution system project”. It is intended that part of the proceeds of this loan will be applied to eligible payments under the
contract for “EPC Works for Establishment of New System Control Centres”.
2. Electricité du Cambodge now invites sealed bids from eligible bidders for the design, supply and installation of the following facilities (“the Facilities”):
• National Control Centre (NCC) for the control of the national transmission power grid, Distribution Control Centre (DCC) for the control of the distribution network in
Phnom Penh and Kandal province, and Backup Control Centre (BCC). This notably includes refurbishment works in an existing buildings, SCADA, EMS and DMS systems.
• IP/MPLS network on EDC’s existing optical fiber network.
• Grid automation.
• A smart meter pilot project in Phnom Penh.
• New fault recording capabilities in designated transmission substations.
• Capacity building.
3. The Work under the Contract shall be completed within 20 months from the date of contract effectiveness.
4. International competitive bidding will be conducted in accordance with the AFD"s Single Stage Bidding Procedure.
5. Interested eligible bidders may obtain further information from EDC and inspect the bidding documents at the address given below from 8:00 AM to 12:00 PM and 02:00 PM
to 05:00 PM (Cambodia Local Time) from Monday to Friday.

6. A complete set of bidding documents may be purchased by interested bidders on the submission of a written application to the above and upon payment of a non-refundable
fee of 500 USD (Five hundred USD) by cash.
7. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Agence Française de Développement’s Standard
Bidding Documents: Procurement of Plant, Design, Supply and Installation.
8. Bids must be delivered to the address below on or before 10:00 AM (Cambodia local time) on January 28th, 2025 and must be accompanied by a bid security of 500,000 USD
(Five Hundred Thousand USD) as described in the bidding Documents. Late bids will be rejected.
