Изменението се дължи на непредвидени обстоятелства. Изменението е само частично и засяга само две поръчки за доставки и съответните им две поръчки за приемни изпитания на стоките. Изпълнителят е представил документи, изходящи от производителя на стоките, които той е оферирал, съгласно което писмо производителят удостоверява, че стоките ще бъдат произведени със забава , поради глобален недостиг на компоненти за производството им. Поради в забава в производство на стоките по две поръчки за доставки, се забавят и техните приемни изпитвания, поради което е удължен срокът за изпълнение само на тези поръчки за доставки и двете им съответстващи поръчки за приемни изпитания.
